I'm sure the relevent people have all the information and can make unbiased judgement. But it's really hard to make anything of forums like this.

I disagree: the victim, who gets insulted, doesn't care if the offender is a racist or has anger problems, because he is hurt anyway. The victim needs to be protected and get justice, regardless of the offenders intensions.That's why, when he got angry having some problems.. But its just about anger problems. It's not beyond of that. Both shouldnt got banned for these reasons
Speaking from experience, these decision are not made based on unbiased judgments at voobly - remember what happened when Emin abused his position to ban players out of spite. Silence.
If there is systematic support for racism in the voobly administration then evidence won't sway them, some of the senior staff members take a position based on their feelings/opinions and will never be swayed from that position.

I love how we have a report system, yet the only person smart enough to use it is Black, and he's truly toxic as ****. Black will be banned as soon as someone he directs his behaviour to reports him from it. Has a single one of you done it? No. Don't go spam reporting black if he hasn't said anything to you now, that'll just worsen the problem. If he actually does say something bad to you, report it when it happens if you want something done about it. Using Black's behaviour as an excuse for Rivers is absolutely pathetic reasoning.
Hours of solid flaming can result in anyone being banned for a temporary amount of time. People think that a streamer followed by many people should receive special treatment, when the impact of their actions is much greater due to it which really does deserve a more severe punishment. Honestly, river got off light by being asked to apologise to his viewership to give the example that his flaming is the wrong way to go about things, not the right way as he's portrayed. And instead of apologising to Black, the tournament hosts he was streaming to the viewership of and the platform it was played on, he decided to start this on Aoezone to cause drama and incite his viewers to flame voobly staff (Not exactly a good idea if you want unbanned from voobly.) Also, why delete the evidence and give some poor excuse?
The way Chris communicated this is about what a twelve year old me would do. But that doesn't change the fact that he is correct in what he says, and what he says IS what you must follow if you want to use Voobly for any means. I feel that due to a lot of streamers breaking key streaming-on-voobly rules and have done for a long time (something I first thought when I read every rule a long time ago was odd), this was the straw that broke the camels back for river, and that any form of rule breaking (especially to this degree) when you're under the microscope will be severely punished. Can't deny the problem here would be half as bad and twice as easy to solve if Chris just worded the exact same meaning better.

Voobly has a report system in place and ironically the only person smart enough to use it was ****ing Black of all people. Use the report system in place appropriately to get rid of the people that are causing harm and disruption and you won't experience problems with the platform that gave you it to use when these things happened.

Well the real issue here is that nothing can be done to prevent or resolve these situations.
It is one thing that the reporting system on Voobly is extremely outdated (and I believe many players don't even understand how to report someone properly), another considerably bigger issue is that the reports have zero impact.
I've gone through the process of reporting people on Voobly many times, I've included print screens of chat in the lobby, private messages, print screens from games, links to the games, player's Voobly profile AND their alt accounts and guess what, nothing has ever been done. I've reported people for hate speech, racism, sexism, intentionally ruining games by walling in an ally/mangoneling ally's TCs etc. I've seen these people have comments about their behaviour on their voobly profiles from many other players. Nothing has ever been done, I still see these players around in games. Only thing you can do is put them on ignore list, which is ridiculous, since they can still join your games, unless you/they are the host.
And yes, I also understand this is more of a Voobly issue and posting it on AoEZone won't have any effect either.

It's a bad analogy anyway. Your goverment is run for you and by you.
Voobly is a private enterprise(?) and it's not run for you or by you. A supermarket would be a better analogy. Don't like their shops or pricesetting? Go to another supermarket.
