Abandoning the game wouldnt bring some money in. Destroying actively with new DLCs every 3 months until AoE4 is out, and players are fed up with the broken game is a win win situation.Well, new civs is not a good thing, 35 is already enough or too much. But three new campaigns sounds good.
The fact that Microsoft wants to publish expansions tells that they are ready to commit to developing game. And expansions are only way to make money, when player has bought the main game. Money is of course the motivation. This is not ideal, but is better than Microsoft would abandon the game.

If you absolutely have to add 2 new civs, why european civs? We already have as many civs from europe as all other continents combined. The more european civs you add the less relevant they will be

Sure that's the reason, not that players who only play the campaigns or against AI just really like having more civs. Just look at some of the responses on any of the big content creators on Youtube or do you think they get paid by Microsoft to moderate these comments?Microsoft also happens to have moderator's who actively influence/remove posts on each of those platforms, so I guess it also depends on your tolerance of censorship as well.
