I think Burgundy is alright to exist as a civ in a vacuum when it was a SP game only. The HRE itself saw itself composed of Germany Italy and Burgundy. And Since burgundy is around for a long time it is ok to have that more detailed representation of Benelux. Just I feel that the civ might be super hard to become MP viable to be not boring or annoying or both depending on the setting. When did bonuses become so wacky you grab them out aoe3 I wouldn't want them on the ladder. For some exploration SP content to get to know more regions of the world very very good, since you there also need to balance it vs like 5 civs they face there. But balancing 37 civs vs 37 civs is horrible. It increases number of matchups by 10% and makes barely chaotic system more complex and maybe too complex...
Time to copy blizzard then and make a civ rotation and remove TF civs to wild then three expansions per year are doable. KAPPA
