Getting good in aoc takes a lot of time, if they are by their own i think they will prefer to stick in noob games and get the fun there, but if there is someone teaching them or have friends with decent lvl they will get better and it might increase a little the competitivy in low or mid games, if they are enougn young and have free time dunno maybe a new viper can born but the probabilitie is too low =(
As far as forming a clear path to improve, how about revamping the aoc college? Or better yet, making one on voobly. With lower rated players there's plenty of people to assist, 1700s can give useful tips to 1400s for example

For example I started casually playing some SC2 recently and there is an absolute wealth of information available, to the point that you probably don't have to actually figure anything out for yourself until you've reached the 2nd highest league. This makes progression much easier and makes people more likely to stick with the game. This is contrasted with AOC where there is barely any information available for 1650 and above players, and once you reach 1750-1800+ you pretty much have to figure everything out for yourself unless you are willing to purchase coaching or have highly skilled friends, which not everyone can do/has.
IMO, one of the biggest steps would be to have a set of articles similar to what the tyrant guys starting doing on their website, categorized into skill-specific categories to help people out. For example a guide on how to go to feudal age on 22 population marked as for 1400+ players, maybe a guide on economic/military building placement for 15/1600+ players, how to defend a drush forward for 1650+ players, tips for playing with a bad map for X skill level, a beginners and advanced guide to archer micro, which type of maps a forward can work on, etc etc.

No, this is how you get the guys with 2k games played and still barely 1600. The actual only way to is to play and analyze your gameplay and opponent's gameplay from the recorded game, which is often somewhat tedious and which few people have the patience to do. Which is why I wrote everything I just wrote about making that process a little more accessible.
