Graphics cards are actually going to be relevant, at least if you want to play ranked (In the current set of the beta at least, who knows if this feature will be kept at launch.) I actually liked that there was a "ranked performance test" or something required to play ranked games.
We didn't think it was necessary for aoe2 to replace Nicov's potato graphics card when we built a pc this year. But with DE you need a performance rank of 1000 to be able to play, and his was in the 900s, so in the current beta he cannot even play ranked. The rest of his pc is new, a ryzen 2700x.
But the lack of a decent graphics card is definitely a problem even for playing, let alone even streaming it. I imagine a lot of players will be in this position come launch, since graphics cards were never previously an issue for aoe2, even a potato one could run it.
