For me it would be
Goths:
Infantry discount back to Feudal age
Start with free Loom
Max population boost is now 15% instead of +10
Persians:
Speed and HP bonus only for TC
Trashbow now cost wood and food instead of just wood
Turks:
Scout line now has +1 pierce armor in Castle Age and +2 in Imp.
Indians:
Shore fish collection rate bonus to 10% from 15%
Elephant Archer +1 range (from 4 to 5)
Nomad:
All civs start with +50 wood
China and Maya start with extra villagers again.
Map pool:
Increased to 12 maps and 5 bans, include at least 2 maps more open then Arabia and 1 full water map.
It would also be nice if melee units finally work but my hopes on that one are very low.
