I don't know what practically is more balanced, but I like Castle Age stone walls more than Feudal Age siege.
Because Feudal Age is supposed to be the age of simple warfare and micromanagement. Archers, scouts, skirmishers, spearmen, men-at-arms.
Castle Age is the age of fortifications: Castles and siege. Units that can do a lot of damage like knights and unique units...
Rams don't really fit in scout-archer-spearmen-skirmisher fights.
Imperial Age is where the Castle Age units can be upgraded. So capped ram, cavalier, castle HP upgrade...
There once was a palisade wall upgrade. As there are more and more Feudal Age upgrades, maybe have that back and then move stone walls to Castle Age. Something similar could be done to towers. People have tried to weaken them. A technology could make them as strong as they used to be in AoFE.
