If Turk Scout have a FREE + 1 pierce Armor, then the Turk scouts will become overpowered. The turks scout will melt Archers and Towers. If a player who play vs Turks want to use archers, he must have at least 10 archers + Upgrade-Fletching.

It's not that easy. There was no such bonus in Feudal Age before and also it's quite different to get it for free.Thats not true, the Tartar scout line is already able to to have +1 extra pierce armor and they are clearly not overpowered, so we have data for this change that its fine.

Archer civs with no bloodline and meso civs cannot compete with Turks scout with their own scout and forced to go Fast Castle to do something aggression. It is hard to say not broken. No that kind of Feudal balance-breaking bonus were given previously I think.
franks take 18 fletching arrows, turks would 23 without upgrades, generic has 15 to take.How much arrows do frank scouts take before they die ? Are they beter or worse against arrow fire ?
LC with 5 PA in castle age, man if ews with the very same armor are quite resistant imagine being faster and with more health
