The zero gamer kicking is a real problem. This is an old game thus on average the AOE player is way older than other gaming communities. Which means you get limited time to play so in that limited time would you want to play something you enjoy and grind 1v1s because hey for playing in this privileged lobby you need it. I haven't played a game in 3 days and next I can play is tomorrow. So the choice becomes really simple.
Merging of lobbies is needed. I don't understand what is the problem. One can always put rating ranges in game room. Smurfing happens now, it will happen then too. NPL does not prevent smurfing in any way.
* One single lobby
* One RM 1v1 ladder , One RM TG ladder
* Rating reset

1000-1200 | 1100
1200-1400 | 1300
1400-1600 | 1500
1600-1800 | 1700

And then just let it flow.
