I replaced some of my suggestions with your ideas. Here is how I would suggest the Portugueses in FE:
Building Set: The same as the italians
Economic and Naval Civilization
Wonder: Mosteiro da Batalha/ Mosteiro dos Jerónimos
Bonuses:
- Monks are 20% cheaper (cost 80 Gold)
- War Galley upgrade is free
- Market Upgrades Cost -50%
- Trade Units are created 25% faster
Unique Castle Unit: Caçador (attack bonus vs food archer)
Unique Dock Unit: Caravel (ship with extensive line of sight, used to explore and discover new lands)
Unique technollogy 1: Ships are generated 20% faster
Unique technollogy 2: Trade units have 25% extra HP
Team Bonus: Ships are 20% faster
I won't go with values for the UU and the unic technollogies, that would need some knowledge on balance issues, but my intention is that Caçador got a crap HP and average attack for a gunpowder unit. I suggest setting to him attack bonus vs foot archers as the Portugueses killed lots of natives' archers because they had the advantage of using gunpowder. About Caravel, it is just for travelling, exploring and discovering, so you wouldn't need many of that ships and they don't need attack. Don't want to be attacked? Protect it with Galleys. Plus, you will be able to see enemy before it being able to see your Caravel. By having the line of sight benefited from the Town Center, they're like "walking outposts". Extremely useful in water maps like Coastal, Continental, Islands and Team Islands.
