Alright, I guess Cysion doesn't like the idea of a new civ (or at least Portugal since it’s basically Spain’s brother), but even if the idea doesn’t get accepted I just can’t resist posting this. This will be a mixture of k1ng_of_kingz’s post, fireboy1's post, todesbringer’s post and my personal opinion. Keep in mind the units statuses were thought out, as all the bonuses usefulness and efficiency too. Portuguese history was, of course, taken in consideration too. It was and is very hard to do this perfectly balanced though and certain things are still uncertain, so there may be some errors! I may edit this if anyone thinks there are problems. Tell me what you think.
Development Progress: 24% (the project is currently on a standstill..)

Building Set: The same as the italians
Economic and Naval Civilization
Wonder: Mosteiro da Batalha/ Mosteiro dos Jerónimos
Bonuses:
- Monks are 20% cheaper (cost 80 Gold)
- Block Printing is free
- Town Centers cost -33% stone
- Market Upgrades Cost -50%
- Trade Units are created 25% faster
Team Bonus: All trade units have +25%HP (making the trade carts have 88 hp (from 70 hp) and the trade cogs have 100 hp (from 80 hp))
Unique Units:
Caravela (produced in Dock but Castle is needed): Description: Ship with an extensive line of sight, used to explore sea and discover new lands.
Statuses: 150 hp, 6 attack, 0 armor, 6 p.armor, 6 range, 14 LOS / Costs 90 wood, 20 gold
It benefits from the same 3 upgrades the longboat and galley benefit, from the blacksmith.
Caçador (produced in Castle): Description: Light gunpowder foot unit with an attack bonus vs foot archers. (Bonus of 5* against them). Has no minimun range.
Statuses: 35 hp, 17 attack, 0 armor, 2 p.armor, 7 range and LOS / Costs 70 food, 45 gold
Elite Caçador Upgrade Cost: 850 food, 650 gold (Bonus against foot archers is now 6*).
Statuses: 40 hp, 20 attack, 0 armor, 3 p.armor, 7 range and LOS / Costs 70 food, 45 gold
*The Skirmisher bonus vs archers is 3 and the Elite Skirmisher bonus vs archers is 4.
Unique Technologies:

Marinha (i'd choose this one): Ships are generated 15% faster (plus the later 35% from Shipwright) and become 10% faster (plus 15% from Dry Dock) (Costs 500 wood, 300 gold). Research Time: 40 seconds

Reconquista: Siege units have a added 10% damage bonus against buildings (plus 20% from siege engineers) (Costs 800 wood, 400 gold). Research Time: 40 seconds
Imperial Age: Arquebus: Hand Cannoners and Caçadores have +20% Accuracy (Costs 750 Food, 750 Gold). Research Time: 40 seconds

Disabled Infantry: Eagles
Disabled Cavalry: Camels
Disabled Archery: Arbalest, Parthian Tactics
Disabled Siege: Siege Ram, Heavy Scorpion
