How do elite skirmishers and elite plumed archers NOT beat elite mangudai? They are half the price, and win in a 3:2 ratio (skirmishers) or 9:7 ratio (Plumed archers.) Not to mention that elite plumed archers were used copiously against mangudai in WCL7.
I do think nerfing mangudai is a great idea, but I don't see them as unconterable. Turks probably have a harder time than any other civilization, as they miss elite skirmisher, but they can still mass bombard towers.
If I were challenged on black forest, with a Mongol opponent, I would feel confident with Britons, Celts, Koreans, Goths, Mayans, Byzantines, Saracens, Spanish, and Mongol war. That's half the civilizations. And I have beaten Mongols around my level with Teutons. Of course, there my strategy is usually to spam trash until he runs out of gold, then go full ETKs.
My experience is significantly lacking in imperial open maps. At my level, open maps are usually over early, and maps that go late imperial don't have so much room to maneuver. In Black Forest, siege onagers and paladins become possible counters in some situations.

Fully upped Eskirms are useful vs EMangs.
Sometimes, its the only way to counter them (eg: Japanese, Byzantines..).

You cant do anything better with Japs and Byz. If you dont make ESkirms, you wont even put up a fight.
By the way the resource walling idea is technically impossible, so don't worry about it (if it is, I'll go naked to the streets while dancing to the new Justin Bieber album).
