There are 4 resources that affect both how efficient and how fast villagers are when gathering a certain resource. The Mayan civ bonus sets all of these 4 to 1.2, so (for example) Mayan miners will work 20% faster and extract 20% more gold. To achieve only the efficiency effect of longer lasting resources, the civ bonus also multiplies villager work rates. For all villagers apart from farmers, the work rate is multiplied by 0.83. 1.2 * 0.83 = 1, so the speed at which resources are gathered stays exactly the same. Farmer work rate is multiplied by 0.65 instead. 1.2 * 0.65 = 0.78, so Mayan farmers should work 22% slower than those farmers of other civs.
