I asked on AOKH, the answer I got. The part about the hunters having 4 attack was a correction to me, I thought hunters had 4 attack.
Anyone loading Skirmishers in towers, now u know better. Although I wonder if yeomen changes keeps garrisoning how it works.
What matters are building attack and rate of fire and unit attack and rate of fire: exception: villagers and infantry attack does not matter, they always add the same attack value. Also, hunters have 4 attack in AoE, in this game they have 3.
Chu Ko Nus for example have high attack, but slow reload *only first arrow counts), so they don't add many arrows. Mangudai have relatively high attack and really fast reload, so they add many arrows.
Teuton BBTs can shoot more balls because of how their "max arrows x2" bonus works: It does not multiply the limit by 2, but simply adds +5 to it. This has the correct effect on arrow towers, but raises the max projectiles of bombard towers by far more than just 100%. Try garrisoning a janissary whom you gave +1000 attack in the editor.
