Probably means that in case the calculated ratings above are at least somewhat right, that suomi still won't be 7th seed, because they performed well in recent tournaments.
A little shady to partly base seeding on this untransparent method, but it ensures that well-performing teams are not seeded too low. Pretty sure the lower rated guys would be happy to not face suomi in the fight for the last remaining tournament spots as well.

Just a suggestion tho. Instead of intuitively selecting the number 6 for normal ( / probably easier) qualification, how about base that number on some cluster. For example, I added a sample based on @PersianMoose's numbers. 5 or 7 maybe more appropriate, in this case.
I'm sorry but I'm not sure I understand what you mean. Instead of the 6th seed being in the 6th spots, 5 or 7 might be there because of some reason?
A little more complicated to come up with a bracket though and not really needed since 7th is so much better than 8th+ that they will qualify anyway
The rating is tricky, is that the average rating? Well, then some teams should drop extra players and just sign up with 4 top rating players. After the qualification stage, they can add the extra players to the roster anyway?An update of the seeding with the newly joined teams. I did not include player swaps in this update as in less than 12 hours the registration deadline passes and a final one can be made.
if im not wrong only the top 4 players of each team are considered for the seeding
