The second you sign up your account for the tournament, all the rules apply to you as you automatically agree to all of them by signing up, so this isn't really actions outside of the tournament. Especially when there are specified rules where it says that manipulations of ratings in any way will be severely punished, as ratings are taken into account for the actual seeding of the tournament.Seems really really harsh he got DQ'd for an action outside the tournament

I think this is the key point.
Bacgioifro himself didn't get any benefit from this, he was the facilitator not the benefactor. It was VNS_fast who gained from this.
I think the admins should have punished the players proportionately to what they did, rather than applying a blanket disqualification to everyone involved.
+1We are not saying bacgioifro played in the tourney for fast. This is a result of the preceding days leading up to the tourney. He is innocent of smurfing during CoT as far as all we know. He does not deserve any added anger from people thinking he played for FasT in the tourney itself.
I also want to say one thing on a personal level about bac. He admitted this right away. And I think that is important testament to his character. Everyone in this community has made a mistake in one area of life or another. It takes a strong man to admit to something knowing there can be punishment to follow.
The situation is unfortunate, but as a person, I am impressed to see how he handled it. One crisis of character does not define a person forever.

I kinda doubt this rule was adhered to by Voobly admins/mods not only in this instance but the Dziam instance as well. Were Dziam and Bacgio/Fast asked prior to whether an IP check could be ran on their accounts? If so, and they acquiesced, then I take back this post... but again I doubt that was the case.
That type of invasion of privacy seems to be developing into a pattern and may be a result of Voobly and AoCZone admins working in such close conjunction. Voobly mods/admins shouldn't be running IP checks/searches at the behest of a few players who make up the admin staff on AoCZone... there has to be some separation there. I feel like Voobly has a responsibility to maintain the privacy of its players (and I consider IP address to be a part of that privacy), especially since their own Terms of Service pretty much ensures they will do just that.
Either Voobly needs to amend its ToS to make players aware of the fact that they'll be subject to these random IP checks and other identity verification processes if they come under any suspicion from the community at-large (warranted or not), or maybe they need to start maintaining the privacy of their users like they guarantee in the first place.
