I also thought it should be working as you probably expected it (post here), but I was explained that it works different than that (one of the reasons is to simplify logic for games with more than 2 teams). In the future, there might be a "Team Mirror" option working as expected (mirroring the other team`s civs), but at the moment it`s "Team Random" that we have
ı understand but ı mean: game need diffrent map for fun game.. ıf 1000 popo for fun.. so big maps should be for fun
Fairly certain that maps bigger than giant are impossible in the engine, something about it being a hard-coded limit. I know it's been discussed in that past, in any case.

Make one yourself, it's really easy to make a custom map. Open a map that looks like the map you want to make in a text editor, find the code that decides relic number and edit it. It's easy to see in plain text.
