The rules are pretty clear, it would be a shame for "1 rule for players and another for staff" as that's no fun for anyone.

SYNCING
(-500 points after 3 reports; Temporary Ban)
Consists of instances in which a player disrupts the established uniformity of player connections that is necessary for online multiplayer games, and forces the server to end the game. This is indicated by the on-screen message "Out of sync detected..." followed by an error message button prompt.
Clear evidence (i.e. screenshot showing the error message with the player's name) suggesting that a player has purposely synced a game will result in a note being added to their profile. Upon the third report a -500 point adjustment will be made to their account. Further reports will result in 1 week time ban. A player who clearly states they are going to sync before it happens will also receive a 1 week time ban, with the standard note added to their profile if a first or second report and point deduction if a third.

I might be completely off here so sorry if I am, but very much looks like player in question hasn't received any bans and basically nothing has happened other than having points reset?
For a player I can understand that exceptions and small breaks could be given, but an actuall staff member, official or not, should be held to way higher standards than "normal" players.
