For me, it is the Saracens. I just like them! Nahm! I absolutely love their UU, and their tech-tree is super serviceable. They are a lot better in forgotten too, with that cheaper market that lets them FC really quickly. Even in AOC though, with Mams, SO, HC, Hussar and Champions... Jesus...
Perhaps you don't believe they need a buff, and you are more than entitled to that opinion. I, like many though, think they could use some sort of an early game buff. And yet within the people who subscribe to this belief, we have yet to come up with anything good that isn't a nerfed bonus...
Turks have awesome CA (even more so in AOFE) but they are too expensive as always, even with the gold gathering bonus. But if you had map control on gold rush, would you then go for CA, as gold would never be lacking?

Everyone seems to hate this civ so much. The number one objection to them from people seems to be their shitty EEW. But their EEW are the least that this civ has to offer.
People are constantly comparing them to Aztec or Mayan eagles, but Inca EEW are not intended to be used in the same way...
