As I said, it seems the way the game calculates Rate of Fire is weird and inconsistent, and I don't know why sadly. Sometimes an attack takes more or less time than it should, but if it is a long fight it always evens out in the end. For shorter fights it seems to be inconsistent though.

The problem with buffing TKs is that it's very difficult to do it in a way that keeps the identity of the unit intact.
TKs are supposed to be a slow tanky unit, so you can't make them faster imo. They are also portrayed as a "premium" unit so it feels kinda lame to make them cheaper as well...

But, for defensive purposes, mangonels are much more effective. And Scorps are destroyed in seconds by them. Onagers even outrange Heavy Scorps.
Maybe their range could be increased so it would be the opposite (Scorps that outrange Mangonels).
Or add another tech in the Scorp line, after HS...
I think that scorpions need to be improved, nobody uses them. Maybe reduce their price. Or reduce the price of the Heavy Scorpion tech.
