its indeed hardcoded into the exe
william missions 1 to 3 have a list of 10 buildings ids that gets their garrison capacity forced to 0
and there are more hardcoded changes, such as locked game speed on whole william campaign, etc
(unit attack / unit attack speed) / (building attack / building attack speed)
or something like that
villagers and infantry (cranellations) are hardcoded to a value of 2.5 instead of (unit attack / unit attack speed)
