I find them to be above average. Their starting eco is quite decent. Free llama gives some extra food to start with, not as strong as the Lithuanian bonus, but still more food at the start than most other civs. You save some wood with houses as well. Their start is pretty smooth.

Eagles also get the extra armor from unique tech, so Incas can keep making both troughout the whole game. They also get siege ram, which will help to push in late game.
