They work on an ancient base code, which has been changed and "fixed" by uncountable people who have moved on years ago. I doubt much of it was ever documented at all and / or is still accessible to the current devs.
Even if the current developers had the time to test everything themselves, they would not even know to full extent what a little change can do to something, logically thinking, unrelated. But from my experience the testing will be done by some underpaid interns who have even less clues what to look for anyways.
Why? Simply because the devs have different tasks and projects planned for them weeks in advance and paying devs for testing is an unnecessary expanse in the eyes of literally any project manager.
I am as frustrated by the litany of never ending bugs as anyone, but I really dislike the amount of hatred they receive on Zone. Not everything is a conspiracy to steal your money and there are people behind who work their heart out to deliver a good game for us. There is a civil way to point out the stuff that doesn't work the way it should, maybe some people should take a breather and opt for it for once.
