Probably it's not the same people working on network fixes (Relic Multiplayer system for AoE4) and UI-Design. So I'm not sure what you mean - this work can be done in parallel and it's not said that they have less time by this for other fixes regarding multiplayer.
quite a few complained when comparing to voobly for other reasons though...The UI wasnt broken, and was mostly unnoticeable. i preferred AOC menu but didn't really have any issues with DE old menu, it was just different. not better or worse. now this new menu is objectively worse -takes more clicks and has these slow fade ins, for what? no-one asked for it

well style/tech wise the new menus are better by quite a huge margin. though i agree that the UX (layout, clicks needed etc) could be better. but it seems like they are replacing the old ones step by step so might improve over time quite a bit.
and yes its completely seperate devs working on stuff like that. you cant just retask those, completely different skillsets/professions. same goes for bugets those are made up to years in advance.
well its an issue with large scale development in general, not specific to aoe or ms. and i would assume it hits especially hard in case of a remake like aoe2. dont forget that the main remake target was the original and hd audience, not the very small hardcore voobly / competetive community, i dont think its crazy if planning was done around improving on those for the usecases of those two audiences and we dont really know what ressources where even available etc. all in all it still seems to go towards steady improvement, so lets seeSo it is a management problem, the resources are being allocated badly.
