I would like to give an analogy here, though I think its gonna be really bad. Its something like getting fletching and +1 armor asap in feudal with a slowish civ (not mongol one). The resources you spent on making a blacksmith, and then the food/gold spent would've done you much better boost if you had got your lumber/mill upgrade, made some farms etc..Although your archers got a boost in early feudal, but your bad eco will most likely make you suffer later on in the game.
Or like say going FC to make CA and getting a uni+ballistics+thumb ring ASAP. Sure it will help your CAs a bit but it will disturb your eco. Similarly getting upgrades so early in castle will have its problem, and especially expensive ones like +2.
So generally you'll most likely be avoiding upgrades untill mid castle, and by then, it wont matter THAT MUCH in which order you get them. 1/1 will just make the process a lot smoother, and so its the easier way to go around things.
Sure 0/2 is better but its not good for your eco.
