Maybe they don't have much time left before they have to leave. I think it is absolutely fair in that case, why should you have to wait and resign in 10 minutes because you can't play on when the enemy obviously can't play on in that very moment?

Then on my end, longest pause I went through was for 1 hour (yeah, you heard it right 11). Reason? Guy was having a fight with his girlfriend on the phone and it wouldn’t end. He kept apologizing multiple times throughout which was nice, but why neither of us didn’t resign is a mystery... I was much younger here though.

To me it's extreme if you unpause someone who paused without waiting at least a minute. After that all bets are off though personally I have never unpaused someone. It is kinda nice to have that pause there if something comes up, and every once in awhile I make use of it. However if at all possible I just queue up villagers etc, run do what I need to, and get back to it. It is real time strategy after all, not turn based or some slow variant.
I have noticed in hera or mbl streams they sometimes pause randomly for strategizing, chess game, whatever and often lie about it. Which granted is funny sometimes but I guess I'm ok with getting rid of pauses if this is what people "really" use them for.

- Your monitor goes black.
- It started raining and you realize you left the window open.

What a boring post. Some people will unpause simply because they do not want to wait for you. You are not a king, nor a god. Some people are more agreeable, some are less.
I think average age of AOE2 players is higher than other games. This usually results in a more mature and reasonable playerbase, but this player base also have more unexpected but urgent responsibilities.
As long as a pause is short (<2 mins) and explained (for >2 minutes) with a quick chat response, I don't mind it.
Sometimes though I've had people randomly pause without any reason. I just resign because I don't care too much about elo, but I understand that it can be annoying for others.
CSGO has dealt with this problem in a fair way.
- Each team can call one time out per game. This is for those super emergencies.
- if you disconnect then you can reconnect up to 5 mins
- if you abondon an accepted game you get cooldowns which get bigger and bigger for repeat offenders.
Oh yeah, how great. every time I'm winning an the opponent is salty, i have to wait for them to use their pause(s).
