Team A picks all 8 different civs on both sides and divide them into two sides evenly.

How about a modification of captains mode in dota?
In this mode, basically there are some ban phases and pick phases and teams gets to decide sequentially. To clarify these phases here is a quick demonstration; first team 1 decides which of the n civs (where n is a number) from the 18 civ poll can't be picked, then team 2 does the same, then team picks some number of civs, then team two and it follows like this.
However there is issue of very limited number of over powered civs, hence number of decisions in most phases is possibly forced to be one.
This is very intriguing. Could you please give a more in-depth explanation? Do the teams get the same civilizations? Or will there be eight civilizations present?
The stars idea was one we considered, but figured it would be too difficult to adequately ascertain the value of each of the civilizations in a 4v4 matchup. I notice, for example, that Aztecs are ranked above Teutons, but in 4v4, imperial age battles are far more likely, and Teutons certainly have a stronger imperial age than Aztecs overall. Then again, an Aztec monk rush might overwhelm an opponent early, eliminating later play. But if the other team has a Teuton, the monk rush will be less effective, and the Aztecs overall will be.
If you could get a list together and tell WHY your list works, it would certainly be considered. It's a fascinating setting, but very hard to get right.
