I think it would be more helpful to push towards reversing the big Tower nerf than this Inca nerf if we want to reward adaptability and experience with different playstyles. Because in an ideal world then, the possibility of a Tower Rush and how he would play out would depend on factors that aren't decided when we pick our civs. Inca tower rushers may decide when the game loads that they want to throw their opponent off and play a standard game but they rarely do this because of how their opponent played so far or how his map looks, that's my impression at least.
But yeah, balance changes aren't about that. Developers should use their superior knowledge of the game (compared to the general playerbase) to make the game simultaneously more enjoyable and strategically complex but they are avoiding that. They might just listen to what players complain the most about or they might be more idealistic and go ahead and take the words out of their ideal customers mouth. In the end we are getting the game that took the least effort to make and maintain while making the most people happy.
