We collected some ideas on the Voobly General Discussion Forum with the staff discussing them publically & together with the community, but we also like to hear what the community on AoCzone has to say!
Concerning RM, the suggestions are leaning towards a more comprehensive system, but also showing similarties to the SC2 League/Ladder system:

Here's an Idea from Elusive: The rating booser is supposed to speed up the process for new players to reach their proper rating:Changes to be made ASAP:
Changes to consider/ discuss for future :
- NPL ratings become 1200 start to 1400 MAX - Match stats only ladder also
- NPL gives no incentive for smurfs to gain 17-1800 rates
- Make NPL the real kindergarten for players
- Keep a form of ELO rating so new players have a grounding in ratings before moving to other lobbies
- One Rated Lobby - Medieval Siege ( renamed if we want )
- 1 Ladder & 4 Rating floors
- Separation between 1v1 & TG stays
- RM- Beginners 0 - 1500
- RM - Noobs 1501 - 1650
- RM - Intermediate 1651 - 1850
- RM - Expert 1851 - 2k+
- Now the numbers / rate can be tweaked / played with.
- No rating deflation by having overlapping rating ladders
- No rating deflation by allowing easier games in other Beginner / Inter lobbies
- Every current rated player will be categorized into one of those ladders.
- Players can only play with / vs players in the same ladder.
- Once players achieve the next rating level they automatically get promoted to the next level ladder e.g. 1498 beginner wins 4 points = 1502 he is now rated for RM - Noobs ladder and cannot play on the Beginner ladder.
- Once a player reaches the lower rating level of the ladder and loses he get's demoted to the next level ladder down.
- Add Decay to every rating so inactive accounts get dropped down the ladders.
- Players will need to be more active on accounts or face relegation.
- Add smurf aka checks and possibly start those smurfs in correct level ladders ?
- Use the Boost system for New players to allow them to achieve the correct level ladder faster
- Helps prevent mismatch of skill games
- Unifies ALL players in one large lobby which could be much more active
For first 6 games on a ladder, players 32 pts boost if they play against similarly rated players (either 32 boost up or down).
Examples:
- 1600 (new player) vs 1600 (old player) -> 32 pt boost
- 1600 (new player) vs 1500 (old player) -> no boost if new player wins
New players would get down to around 1400 or so after 5 games -- whereas today they can get stuck at 15xx for a long long time if they play 4v4. Smurfs would boost out of the new player range.
