First off. You really need to distinguish between AoFE and UP. Also remember that Age of Chivalry (v1.83) now also uses UP 1.2. If I am not mistaken ToME will also use UP.
Next; what problems? I'd like you to be detailed on this. Having random users with HW problems that prevents them from even running 1.0c is a common problem we have, but this is not UP's fault. Fact it that we have no known problems with UP specifically.
Finally; We all know 1.0c is broken for compettiive play - due to things like the
* instant build bug
* teleporting monks
* training units for enemy players
* gatherpoint attack bug
* onager targeting trees after save bug
* human boar lurer freeze bug
* human 50+ unit group lockup bug (which actually happened in a recent 1.0c tournament team game)
* cliffs disappearing when "attacked" bug
* in-game chat line scrolling bugs
* recording explore state bug
* merging subformation crash
* command message list overflow corruption for multiplayer
* idle villager button focusing the enemy scout bug (scout bug)
* human trade unit idling bug
* directinput crash
dozens of other bugs that aren't even noted on the tracker lol and hundreds more that are.
From your post it sounds to me like you're not going to implement UP (ie use the UP 1.2 exe as it is) and rather use your own crippled-down-UP-version and pick stuff from it that you see fit. Much like its done up until now. This means that Vobly acts as a "filter" between the Real UP 1.2 and the one all the players actually gets to use since I seriously doubt you are going to implement all the fixes included in 1.2 - am I right or not?
If you seriously are going to compete with HD you need to rethink your strategies and simply use UP as it is instead of trying to implement the features you see fit and that you think the community wants. UP is already rock-solid and been 2+yrs in development - why not use it?

Elusive, any date on when you will make 1.2patch the standard on voobly ?
I'd like to know this as well.
Guys -- I don't want to side track this thread, but I'll make one comment and apologize to others for this.
The answer is we already support userpatch/1.2 for AoFE. We spent a very large amount of time to get AoFE to work with our Anti-Cheat so we hope people take advantage of it, obviously people are not so, Taff and others are looking into having a Voobly sponsored RM cash tournament for AoFE. I would love people to use UP and AoFE. (UP+AoFE+Voobly was more work than most people probably realize).
For AOC original, my only concern is that from some posts people are saying 1.2 or 1.1 userpatch didn't fix their problem which is why they need steam. With the existing VLY patch it has many of the features such as widescreen, mirror, etc but I wrote all those features and understand all the changes 100%, with UP for issues I don't have control, and my #1 priority is making sure everyone can play.
So before we add 1.2 for AoC, I need to better understand these issues people have with UP, whether we can add it as an option or what make sense. I just wish, people who wanted 1.2, played AoFE but as I said we're going to try to raise interest in AoFE+UP.
UP 1.2 is high on the list of my list as the top concerns after 1.c auto-patch, widescreen, stability. I also think we need to better understand what 1.2 has that VLY patch doesn't, but we can take this to another thread.
I have nothing against UP, I think it's awesome, I am just concerned with my ability to fix problems that come up with it. I need to make sure anyone can play AoC on Voobly and with the VLY patch, I think I can do that.
So bottom line is, UP is supported now for AoFE, we are looking into it as an option for AoC, but before we force it we need to understand what has been reported.
