"Debt" and "Guilt" are two completely different things.
"Guilt" has two aspects, guilt before the law (where it usually refers only to things you did or you are responsible for, so completely not applicable here), and in a moral sense (where I guess it stems from the religious concept of original sin, so, to acknowledge that you first have to acknowledge the theological idea behind it).
I would say, that "debt" is definitely applicable to describe several relations between different regions of the world. Although it's probably impossible to give it a number (as Moonspring pointed out).
And the sentence "However, thinking, that one "should feel guilty" is a very interesting conclusion, from a psychological point of view ..." was mostly a trolling joke :D Maybe not too funny, though. Sorry.
And to clarify one more point: I didn't make ethical statements. I just think, that a system, which doesn't work self-sufficiently and sustainably, doesn't "work" at all, it exists, as long as the reservoir isn't empty. That is just a definition I choose to start with.
