Anyways, I'll try to answer from my perspective, which is by no means an official answer. I have some moderation power in that forum, but am in no way the representative of the moderation team here.
First of all, moderation is mostly done by Steam Community volunteers, a large team of volunteer mods who moderate every community forum on Steam, for thousands of games. They are in most cases passive moderators, which means they'll answer to reports, not actively look for people breaking the rules. Voobly is a site where you can play pirated versions of the game, we all know that. If this gets reported as such, this goes against the Steam Online Conduct (http://store.steampowered.com/online_conduct/) and Steam moderators have no reason not to delete it. That's all there is to it, and this is exactly what ZeroEmpires stated in his post as well.
Does that mean that "Voobly" is somehow blacklisted? There's plenty of posts about voobly on Steam forums, so I don't think so, but with topics like that, you're only pushing your luck. But if posts get reported (and anyone can report them), then Steam Moderators have every right to remove them.
PS: If anything, Steam forums are not as strict about their content as Voobly forums are :P (Can I post about GR already without being censored? )

Well, I don't know how the steam mods operate. But it seems reasonable that posts that link to the direct competitor are edited or deleted, whether we like it or not. Voobly and UP's edits to AoC are cool hacks, but if Steam guidelines say that we're not allowed to link to those types of hacks, then moderators are justified in removing those links.Beaver: Then ask Elusive why he got banned on the steam forum and Masmorra how many of his replies got deleted. Also events that get played there can be announced here by some popular figures, while they get deleted for others. And the creator for an AoE1 fan patch / widescreen patch of AoE2 gets banned for linking his own work? As stated above, some clarity would help.

As for Elusive's case: I don't have any information on that one. As said before: most moderation is handled by Steam Community Volunteers and I cannot tell if he did or did not receive any prior warnings. Even though Elusive acknowledged that he had posts of himself deleted before, which could also be seen as a warning
