It takes about double the resources in Scorpions to counter them. I've tested it in the editor. Unless the meatshield is a bunch of Halbs, the elephants destroy the scorps very quickly. They are almost the identical cost in total resources so it's 12 Malay elephants vs 12 Heavy Scorps. The elephants massacre them. In the Spirit of the Law video on Scorpions he shows that War Elephants cost effectively beat Scorpions. Malay Battle elephants do so much more so due to how cheap they are, and being a bit faster.
I totally agree on the kiting issue and in practice it's definitely not that they are uncounterable. But on a closed map, or in a siege where your opponent has to engage you, they are a dominant melee unit and closer to being uncounterable than they are to being their reputation of being weak.
Nobody has mentioned this, and I didn't in the video, but Skirms are the natural anti-archer play. Vs a civ like Mongols or any civ you feel will go archers, Skirms work great and the Malay get FU Skirms.

Well I tested myself and got the Heavy Scorpions to win. Even with the eles in staggered formation and the scorps not in stand ground, with some hit-and-run the eles all died and I was left with 10 scorps left. Post-Imperial Age. Regular Heavy Scorpions (Burmese), no bonuses. Malay eles.The Elephants murder them, and that's with me micro'ing the Scorps so that they stand ground and don't back up like morons.
you forgot that Elite Battle Elephant costs 2100 resources toofor instance, the Heavy Upgrade at 2100 resources is equivalent to about 12 Malay Elite Battle Elephants
Yes agreed. What I meant though is that for many civs, they can't cost effectively counter the elephants with a combination of Pikes and Scorpions. Ie, it's the Pikes that are doing the work, not the Scorpions. Any money spent on Scorpions, particularly their very expensive Heavy upgrade or Siege Engineers can easily leave you without enough money spent on the Pikes. For for instance, the Heavy Upgrade at 2100 resources is equivalent to about 12 Malay Elite Battle Elephants, and it takes 21 fully upgraded Halbs to stop 12 of those elephants. And once you start talking balanced army, well obviously I never show up to an Imperial Battle without a handful of BC's to snipe enemy Scorps/Onagers/Trebs/Monks/etc.
Doesn't staggered formation allow your scorps be more easily surrounded? As for heavy scorpions, they need to be patrolled on staggered formation, defensive stance (or aggressive stance, but defensive stance is usually better) which I reckon 99.99% of the players dont know (similar issue with axeman who should be patrolled on stand ground stance).
