What I understand from what he said:
- he will play a 1v1 against 20 different players;
- for each 1v1, the winner pays $200 and the loser $800 into a common pot;
- if he is defeated by each of the 20 players, he will pay the entirety of the 20k$ and the other players will have nothing to pay;
- at the end, the prizepool can be used as the community sees fit (added to a prizepool, used for a new tournament, split between some tournaments etc.). But so it's not as clear cut as "I accept the 1k challenge and that 1k goes to the prizepool of my choice".
Clearly there are many more things to be discussed...

I don't think you completely understand what the actual challenge is.My initial ideas:
Baseline of the settings:
- Total of 20 games
- 1v1s
- Challenger vs Defender
If the Defender is Mr.Tim, as he proposed, the Challengers would be mostly top players who stream, which would result in pretty big skill gap.
Some cap for the pros would be needed, in order to make the series not only balanced, but entertaining to watch at the same time (2k5s destroying Tim who's 1k7 wouldn't be very fun).
I remember the bdod challenges series played between Hera and Viper, I'm imagining something like that but harder for the Challengers.
If Mr.Tim doesn't mind not playing in it himself, the Defenders could also be top players picked by Tim (signed up players of course), so the skill level would be equal. Mr. Tim will pay for the W/L of the Defender he picked.
Then what role does Tim play here? I imagine he could pick the settings: maps, civs, or the challenges which both players have to do just like the bdod challenges.

I don't know if the goal is necessarily to increase the chances for the sponsor. Remember the players have to pay $200 even if they win. Unless all 20 of them win (from their POV, this is the best case scenario for them). Doesn't really seem like a good motivation to take the challenge. Maybe as an added incentive, the players who participate (and win), get a bye in the qualifiers or get direction qualifications in the tournament.My initial ideas:
