I think the only OP thing is stonewall, not sling itself. Make stonewall available only in castle age and lower building HP in feudal and you re good to go.
I like this one.Not sure if anyone's said this already, didn't read every word, but another way around this would be to only allow a player to sling if their ally is in the same or lower age (or only strictly lower?? (Until they're both imp??)). So if your ally got screwed in feudal age and you're already in castle you could send them some res to rebuild. Obviously you wouldn't traditionally "sling" a feudal player if you yourself are in castle, so I feel like this could be a good compromise.

We will most likely move Coinage and Banking to Imperial Age(I'm not sure if it will be done using a mod), maybe use a mod to increase base tax rate [linethru]and ban sending res in Feudal Age.[/linethru]
It's impossible to satisfy all of the points of view, but it has become clear that more high-level players who are participating in the tournament favour being able to send at least some resources to each other. However, we want to make full sling in both Feudal and Castle Age weaker than it is in WiC mod, so we are going to make a new mod. As soon as the mod is available, the rules and settings will be updated and teams will be contacted, but until the mod is available you should use the existing 'no slinging until Imperial Age' rule.
SMB's final solution seems to be reasonable. I guess it is important not to leave the admin in a situation to make a difficult 'judgement' call.
On a related note, a noob question.. Isn't harder to pull off a sling strategy in an Arabia 2v2? With lesser space for the slinger to wall and hide compared to like a 4v4..
