So when you look on the weakest 1v1 Arabia Civs atm, based on KOTD stats:

Bulgarians
Italians
Portugese
Turks
Spanish
Teutons
Tatars
Persians
Malay
Spanish
and furthermore: Burmese, Magyars, Byzantines, Cumans, Japanese
Then there is one thing in common for all of them except Japanese, Teutons and - but only from Feudal onwards - Burmese, Malay and Persians: No consistent Eco bonus which help food / wood gathering.
When you then look at the 10-15 best civs, almost all of them have something like that. Only exceptions are Lithuanians and Mongols. So what do Lithuanians and Mongols have which makes up for their lack of consistently good Eco? They have the most relevant early eco advantage amongst all civs. Now this is something which have Persians & Tatars as well but it's way less significant.
May this be the way to even out the rest of small balance-problems between the civs? Goths were basically fixed like that.
I didn't think much about how to implement it. Examples might be to let Koreans start with +150 wood, increase the Persian bonus a bit, extend Tatars bonus to deer, give Burmese a free Barrack ( ), give Bulgarians an extra boar? (pls don't kill me), make Italians Feudal so cheap that it actually helps (I see that's difficult in wassermap..), give Turks 2 or 3 free farms, .... stuff like that
