I think it's fair to say that Malay and Burmese have been nerfed quite a bit since they got released, while Vietnamese and Khmers Battle Elephants got nerfed quite a bit as well, but they received some buffs in other areas. So there are two options: Were they too strong when they got released or are they too bad now? Given how big the nerfs are I don't think you can say they were slightly above average back then and slightly below average now.
Also I believe Cysion has admitted in an interview that they make new civs OP to make sure they get played a lot and then nerf them later, so I don't get why it's so controversial to say that the balance is broken after new civs are added.
