Personally, I would want to see some type of tournament features introduced for clients to prevent players from making this mistake anyway. For example, the captains mode website has the ability to gray out civs or to remove them from the interface. That way it's completely impossible to pick an incorrect civ in a draft, since the website doesn't allow you to do it in the first place.
I would want these features implemented directly in the client, whether that is Voobly, Aoe2 DE, or something else. As a tournament admin, you can join the Voobly lobby before the game starts and make sure that settings like the ladder, hidden civ, and spectator settings are correct, but once the lobby starts you have no control over what the players do. I've seen players do things like pick the wrong map, or the wrong lobby settings. It should be possible to prevent these errors completely.
For example, if you pick a pool of 4 civs, then only those 4 civs should be displayed in the civ dropdown. That way it's impossible for players to choose an incorrect civ.
Obviously this would take a lot of designing to get a working system, but it would help to avoid these mistakes.
