I agree that Khmer is a good pocket civ for arena, when u have enough time to boom and mass those elephants that are really painful (super fast, and enhanched with the UT). Besides, their fast castle is amazing. If u do the correct build order, u can click up to castle in the exact moment that u hit feudal age.
But imo they're not that versatile in faster games being flank. I think their success depends too much in the situation (position and map generation). I'm not sure about the usefulness of the house bonus, because yes, u can garrison vills, but houses don't attack and u keep them idle while being inside the houses, and ur enemy doesnt need to run away.
I've played some drafts with friends and khmer is neither banned nor picked. Maybe we should give them a shot and discover their qualities.

A bad 1v1 arabia civ is not a good civ. 1v1 arabia is AoC.
Needless to say the top arabia civs (Indians, Malians, Berbers…) are also great TG civs.
I don't see the point of purposely make (well, at least not many of the new civs are in the bunch) nine civs useless in 1v1 arabia, when the 22 others are around the same level. A good level.
"lol it's a tg civ don't worry" is the reason why so few players have played random civ arabia during all these years. Before it was civ wars, team random, or picks of civs around the same skill.
HD devs should push the idea of making all civs pickable on 1v1 arabia, because so fun to be able to play random, seeing all the variety possible in this fantastic game. No civ should "suck" here.
