1. What happens if there's a tie in the average 1v1 rating (for players outside the top 14)? Will you favour current or highest rating, will you just flip a coin or something else?
2. Just to clarify: the tournament rating for BacT, miguel and RiuT is useless, while Capoch, slam, Vinchester, F1Re and lyx will have the two with the highest average rating in the top 16?
Some nitpicking about the handbook:
1. It isn't mentioned that it's the 1v1 RM ladder (although it's obvious you're not gonna use the 1v1 DM ladder)
2. It doesn't say how much the highest and current rating weigh, just that's a combination of the two. Looking at the seeding document it's clear that it's 50/50, but it would be nice to see it in the official handbook too.

What is wrong there is the quarterfinal bracket as it is not matching the handbook.
What does the "any" civ mean in the handbook when it comes to chosing forbidden civs at game start ? Shouldnt it only be a civ that is available to the player ? I mean why punish a breaking of the rules with another one and in addition if the chosen civ is not in the available draft for the player it cannot be removed after the set so this player has in this case one more civ to choose from in later stages ?
For sure, but using a civ from his draft means he has less freedom to pick next game while with portuguese he doesnt lose a civ there. But yeah with arabia only the punishment of using a water civ on land and not having it for the water map is rather small 11As I understand it, if you break the rule, you get a punishment. You are able to see the civ of the opponent, so he might as well give you Portuguese

Keep in mind that this is an extremely rare occurrence, but it has to have big consequences.
