Slingers are as cheap as xbows, yet they have large bonuses against both infantry and siege. Once a castle is built up, you can train them at archery ranges in castle age. Think Elite Genoese Crossbowmen have only just +7 bonus against cavalry in imperial age. Hand Cannoneers have +10 bonus against infantry which is the same amount as slingers, but slingers attack more frequently and have better accuracy.
I think the bonuses of slingers should be at most +6 (castle age), +8 (imperial age) vs infantry, +3 vs rams and +2 vs other seiges.
