nice explanationWhen these kinds of questions are asked, some of the answers seem to forget the question. For example, if the question is "How do you counter Mamelukes + SO if you don't have SO?", obviously "Just be faster" is not an answer. "Just be faster could be an answer to "How do you avoid Saracens getting an advantage in Imperial Age?" albeit a very useless answer.
The question in this topic title is quite specific. It is specified that this question only regards civs with no SO. From this, we can rule out 6 civs - Aztecs, Celts, Teutons, Saracens, Mongols and Koreans. Now we are left with 12 civs without SO. There are only 2 units to worry about, there would be a significant difference if the question was "How do you fight Saracens in Post-Imp?" in which we would have to consider a whole lot of different scenarios.
Now, what counters Mamelukes, and what counter SO? Since they are so strong in HP and damage output we should try to stay out of range or at least throw something 'worthless' at them.
Any cavalry(except Cataphract) or cavalry archer units are hard countered by Mamelukes and as such are unsuitable. Most slow units such as archers are also unsuitable due to the SO's huge damage output.
Bombard Towers and Bombard Cannons outrange both Mameluke and SO and can snipe the slow SO. But the fast moving Mameluke can quickly close the distance and destroy the Cannons. So a meatshield in front of the cannons are a good idea. Halberdiers seems like the perfect match for this since they are dirt cheap and have an attack bonus vs Mamelukes. So if you are a civ with BBT or BBC and Halberdier, you can try to make a stand. If you lack both BBT and BBC there is little hope since you can't snipe the SO.
Now there are some civs which get both Redemption and Block Printing, making their Monks long range siege killers. SO are very expensive and losing them to conversion can quickly ruin an invading army's ability to project power. Exchanging BBC with monks is then an option for civs which lack BBC/BBT, such as Japanese.
Now, if we instead ask "How do you fight Saracens in Post-Imp?", then we have a different proposition on our hands. Saracens can field both BBC and BBT and as such can simply add in BBC to counter enemy SO. They can field monks with all upgrades which can make enemy siege a useless investment(losing a single BBC can make or break a game). Saracens also get perfect Hussar which can kill enemy monks.
As a final remark, countering Mameluke and SO is very tough in itself and requires specific units and optimized economy for these. When you include the late game power of the Saracens it becomes nigh impossible.
