Moderators (especially of large communities) are under no obligation to discuss and debate rules every single time a person does not like a rule. The person posting the meme already got a response "when he asked why he was told that there were "excessive memes" currently posted so his was removed" which should be enough. When you join a community you have to agree to the rules, don't like the rules no one is forcing you to stay you can go and start your own community and post whatever you want there. It is simply not possible to continue to see any sort of valuable content if a page is flooded with memes, they are very easy to create, and people like them because they do not require brain energy, they're easy to understand and can make people laugh, and this is not the point of this page, there are more valuable posts from people who need advice on the game or feedback or people posting announcements etc.. that can easily get lost in a flood of memes. I think given how huge the Reddit community is the moderators (who are, btw, volunteers) are doing one heck of a job. Actually.This:

They probably didn't, they probably just sympathized with the moderator and felt bad for him having to continue to respond to the same topic (a person feeling bad their meme isn't getting posted because of a rule).I don't understand how people miss the part where he said the moderator muted him from talking to moderators when he asked for clarification.
