I reddit post I can't find by a user whose name I don't remember suggested that the meta is knowable primarily by looking at games of people around 1600. The argument was that at that elo, everyone has the ability to execute well (TC producing, spending resources, control army), but that game knowledge and decision-making is not very good, so that the players compete on executing meta rather than on doing things outside the box. People below this elo don't have the consistency, so it is hard to see what is working and what is not. And people above this level are better at reacting to evolving situations, so it is harder to see what the straightforward best play is.
