Right now, in most tournaments you only play civ-wars. In some tournaments, you chose random civs and then change after a game. But I have thought out another way to do it, that might provide better games than random, but isn't as boring as strict civ-wars.
Both players pick civ first game, then change the next! :D
This would bring some strategy into picking civs too, for example one player have practised mongols a lot, so he think that he has a 45% chance of win with mongols vs huns on arabia. But he also think that the opponent will not be used to mongol, so he think he has a 65% chance of winning when playing huns vs mongol. This would punish those who only lame one civ, and favour those who can master them all, but without ****ing up the game like random civs can do, for example when you get mayans and que up vills (fuuuu).
