Very true, but that introduces new complications as well, potential bugs, balance issues, possibly some incompatibility between civs? I guess those could be solved by doing the drafts a few weeks in advance, which also gives you a chance to practice with your new frankenstein civ.well you could do a draft and then make the civs players actually picked.
Would've been a cool mechanic for a future RTS if you could put a 'value' on each tech/unit/upgrade in the game. So you can pick and match techs to create custom civ with a certain 'budget'.
Would also be interesting to see the 'budget' for existing civs in comparison.

Yes to everything but the attack bonus for Camels.Hey wait, if you combined Chinese with Lithuanians, you'd have your extra villagers and 150 food to make more of them, and Paladins which would be cheaper to tech into, and Bombard Cannons to protect your Chu-ko-nu, and you'd get Redemption back, plus the last infantry armor for your fast Halbs. The relic bonus would even apply to your Camels, I think.

Considering the way civs are balanced around missing a few key techs, I almost feel like it'd be more of a challenge to think of civ combos that wouldn't be that strong.
Turks and Saracens would basically be Turks with a better market and camels.
