I strongly, strongly suspect that this is actually a UI bug. What I think is happening (based on making a similar mistake myself) is that the actual input of "researching" and "cancelling" a tech by the player is what calls the resource cost/refund, rather than the in-game event of the tech beginning to be researched or being cancelled. So if you click fast enough for the game to register the input of "tech canclled" but not the actual in-game event - for example, if the input event doesn't bother checking to see if the 'cancelled' research is even still being researched, so you're cancelling a tech you're not currently researching - then you get the resources back anyway.
Given that the UI was recently changed regarding technologies (future techs that cannot yet be researched now show up in red, whereas they could not before) it's possible this is a side effect of some changes made under the hood. Not sure how to explain this better, but if I were a dev, that's the first place I'd look.
Funny how in the clip I posted, Keno_ actually researches Imperial age, immediately cancels it and then requeue it once again. His ressources acted normal though.
