Teutons have to get a castle before they can realize the full potential of their siege. Once that happens, they may be the best, but that's quite an obstacle to overcome.
Slavs get cheaper siege, but Celts get faster woodcutting, which sort of makes up for it. Celts also produce siege faster, AND their siege fires faster.
In imperial age, 2-man saw mostly makes up the difference in woodcutting, and missing cannons could count against Celts. Still, they probably are the kings overall.
Slavs, Teutons, Mongols, Turks, Koreans, these all are in the running for second place imperial.

teutons last because iron clad
and slavic siege is cheaper
and turks with artillery have awesome BB cannons
Teutons are a bit overstated in my opinion. Sure they can get armored siege weapons, but 10 teutonic knights can raze just fine too. Monks should convert enemies going for your mangonels and scorpions rather than relying on armor. I will concede that at least their weapons aren't countered by villagers or spears now
Slavs get cheaper siege weapons which means you can expect to see more, but it's not that significant. Their siege I see more as a cheap complement to their army
Celts get the best siege weapons because of a faster fire rate. and woodcutting. their spears run faster which is important against cavalry - so the siege is protected better
