For just a flat out rush rush rush, like 2 galley + trush - Mongols if they can find deer
if your talking more about warfare which really isn't a rush
sarcs, market + better galleys
and Vikings, cheaper dock + cheap galleys + wheelbarrows for everyone
That makes them overall good rushers, but they aren't necessarily considered the best knight rushers, even though they have the no house bonus AND faster stables.
Better units and cheaper units are different sides of the same coin. Both are given to let the player get an advantage. The difference is that which is better?
Cheaper is better. It means more attacks AND more total HP. Faster firing means just more attacks.
This is especially important with ranged units, because all the extra attacks can actually do stuff. The Viking ship bonus is more significant than the Goth infantry bonus, for example, because those extra infantry are probably not all going to be attacking, and thus, well-regulated economies of Vikings or Japanese have a chance of matching infantry with infantry, at least until perfusion kicks in.
With warships, all the ships present can take part in a battle. Vikings can have both more ships per minute (cheap docks) and more ships per 1000 resources (cheap ships) and will thus have a mass advantage.
