Franks: Extra HPs for Scouts/LC just rips off the Mongol bonus, just give them Bloodlines.
Koreans: Koreans are better than Aztecs in land and sea in Post-Imperial, early game pretty much any civ has the advantage over Koreans. Giving Koreans Heresy is a better suggestion than giving total conversion immunity.
Indians:With that team bonus Indians+Persian+Teuton=OP team. Elephants converted by monks is for balance reasons and in a way it is historically accurate elephants were known to be unreliable beasts especially when they were hurt which caused them to be an a rampage towards the army of their handlers, which explains why conversion is one of the major weakness of elephant units, they turn on their former masters.
Celts: Yeah I guess so.
Chinese: It rips off the new Spanish Castle age UT to a degree, giving Chinese Block Printing would be a better solution, if its not OP.
Navy: Don't know what you mean.

The Incas team bonus doesn't seem beneficial to me at all, changing the team bonus would at least boost the incentive to ally with the Incas for the benefit of their team bonus. Heres some new team bonuses that come to mind: Towers, Outposts, Castles +4 LOS; Trade units +20 HPs; Farms are smaller(2x2 space rather than 3x3 space); (Elite) Skirmishers are 10% faster.
